How do I know if Rock-West is safe and legit for me?

Personally, I wouldn’t call Rock-West fully safe or legit. Yes, they do have an FSA offshore license, but that offers very limited investor protection. In my rock-west review, I’d say it’s okay for small test trades but risky for large deposits.
