I can’t even apply for a bank card right now—it’s extremely hard to get one. Their actions are essentially blocking withdrawals entirely. If deposits can be made using an ICBC card, why can’t withdrawals be sent back to the same ICBC card? This is outright fraud, isn’t it?

Deposits can be made with an ICBC card, but withdrawals are not allowed from the same ICBC card. I only have an ICBC card and no other cards. It's also very difficult to open a new card at the bank. Using a family member's card is also not permitted for withdrawals.
