Deutschland fällt in die Rezession zurück. Die Wirtschaft sei im dritten Quartal geschrumpft, schreibt die Bundesbank in ihrem Monatsbericht für Oktober.
Damit droht Deutschland eine gefährliche Double-Dip-Rezession, stellt die Deutsche Bank fest. Ein solches Muster erhöht die Verunsicherung und bremst die Wirtschaft zusätzlich aus.
Spürbar ist dies beim Konsum. Obwohl die Realeinkommen erstmals seit Jahren wieder steigen, würden die Verbraucher eher mehr sparen als zu konsumieren, schreiben Bundesbank und auch Deutsche Bank.
Deutschland fällt in die Rezession zurück. „Das reale Bruttoinlandsprodukt (BIP) dürfte im dritten Quartal 2023 etwas geschrumpft sein schreibt die Bundesbank in ihrem Monatsbericht Oktober. Gebremst werde die Wirtschaft von schwachen Exporten und hohen Zinsen. Darunter leide die Industrie, besonders der Bau. Es gebe zwar Rückenwind durch den stabilen Arbeitsmarkt, kräftige Lohnerhöhungen und die nachlassende Inflation. Die Realeinkommen steigen. Doch viele Haushalte würden das zusätzliche Geld nicht für Konsum ausgeben, sondern mehr sparen.
Die Volkswirte der Deutschen Bank Research erwarten, dass die Wirtschaft im dritten Quartal um etwa 0,3 Prozent geschrumpft ist. Deutschland gerate in eine „Double-Dip-Rezession. So bezeichnen Ökonomen ein gefährliches Konjunktur-Muster: Eine Volkswirtschaft gerät in eine Rezession, erholt sich daraus scheinbar, fällt dann aber erneut in den Abschwung zurück. Ein solcher doppelter Aufschlag ist in Deutschland zu beobachten. Das BIP war bereits in den Winterquartalen 2022/23 geschrumpft. Im Frühjahr hatte sich die Wirtschaft stabilisiert. Nun der neue Abschwung. Wie sich das deutsche BIP im dritten Quartal wirklich entwickelt hat, gibt das Statistische Bundesamt am 30. Oktober in einer ersten Schätzung bekannt.

Was ist eine „Double-Dip-Rezession?
Eine „Double-Dip-Rezession“ ist deshalb unangenehm, weil ihr ein starker psychologischer Effekt zugesprochen wird. Der Rückfall in eine Rezession verunsichert vor allem viele Verbraucher. Auch die Volkswirte von DB Research weisen daher darauf hin, dass der private Verbrauch „nur allmählich aus seiner Flaute herauskommt, da das Verbrauchervertrauen nach wie vor gedämpft ist”.
Ökonomen hatten zuvor große Hoffnungen in den Konsum gesetzt. Denn die Löhne und Gehälter steigen seit dem Sommer in Deutschland wieder stärker als die Preise. Die Kaufkraft der Einkommen nimmt erstmals seit mehr als zwei Jahren wieder zu. Der Effekt dürfte sich noch verstärken, weil die Inflation auch nach Einschätzung der Bundesbank in den kommenden Monaten weiter zurückgeht. Zugleich wächst auch in der Konjunkturflaute die Beschäftigung.

Doch der Effekt verpufft. Die Ökonomen der Deutschen Bank weisen darauf hin, dass die deutsche Wirtschaftsleistung im Verlaufe der Double-Dip-Rezession innerhalb eines Jahres „wahrscheinlich um weniger als 1 Prozentpunkt“ zurückgehen dürfte. Doch „bedeutet ein erneuter Rückgang des BIP einen weiteren Schlag für das ohnehin schon angeschlagene deutsche Vertrauen”. Das trübe auch die Aussicht für das kommende Jahr: „Diese negative Rückkopplungsschleife wird die Wirtschaft 2024 wahrscheinlich belasten.
Auf die anhaltende Konsumschwäche deuten laut Bundesbank schwache Umsätze im Einzelhandel und Gastgewerbe hin. Dagegen zeigten Umfragen eine Zunahme der Sparneigung. Ein Grund könnte sein, dass die Inflationsrate in Deutschland zwar auf 4,5 Prozent gefallen ist. Doch weil ausgerechnet die Nahrungsmittelpreise weite stark steigen, ist die gefühlte Teuerung für viele Verbraucher höher. Zu Beginn der Heizsaison drückt zudem die Unsicherheit über die Energiepreise die Stimmung.

Gebremst wurde die Konjunktur laut Bundesbank von der schwachen Nachfrage aus dem Ausland nach Industrieprodukten „Made in Germany. Die Weltwirtschaft erholt sich nur langsam von den Folgen der Coronapandemie, des russischen Angriffs gegen die Ukraine, der hohen Inflation und Chinas Schwäche. Das bekommt die exportorientierte deutsche Wirtschaft zu spüren.
Gegenwind kommt zudem von gestiegenen Zinsen, die Investitionen dämpften. Dies drückte der Bundesbank zufolge die inländische Nachfrage in der Industrie und vor allem im Bau. „Die noch bestehenden Auftragspolster federten dies nur teilweise ab. In der Industrie und im Bauhauptgewerbe sei die Produktion im Sommer daher deutlich gesunken.
Im Kampf gegen die hohe Inflation im Euroraum hat die Europäische Zentralbank (EZB) die Leitzinsen seit Juli 2022 zehnmal in Folge erhöht. Höhere Zinsen verteuern Kredite, was die Nachfrage bremsen und hohen Teuerungsraten entgegenwirken kann. Die EZB entscheidet an diesem Donnerstag erneut über die Leitzinsen. Es gilt als sicher, dass sie die Leitzinsen erstmals seit der Zinswende unverändert lässt.
