Nayib Bukele, seit 2019 Präsident des mittelamerikanischen Staates El Salvador, hat bei der Bitcoin-Week in seinem Land sein nächstes Großprojekt vorgestellt: Bitcoin-City.
Die kreisrunde Stadt soll am Fuße des Conchagua-Vulkans entstehen und eine wirtschaftliche Sonderzone sein: keine Steuern, abgesehen von der zehnprozentigen Mehrwertsteuer. Durch Vulkan-Energie soll sie außerdem CO2-neutral sein.
Finanziert werden soll das Projekt durch Bitcoin-Anleihen. Bereits im September hatte El Salvador die Kryptowährung neben dem US-Dollar zur offiziellen Währung des Landes gemacht.

„Feel the Bit prangt bei der Abschlussveranstaltung der Bitcoin Week in El Salvador auf der Leinwand einer kleinen Bühne, bevor Präsident Nayib Bukele höchstpersönlich unter Feuerwerk und mit umgedrehtem weißen Cap einläuft wie ein Popstar. Der betont hippe Auftritt des 40-Jährigen wird vom Inhalt seiner Präsentation allerdings noch in den Schatten gestellt. Auf der Veranstaltung präsentierte Bukele nämlich den Plan, im zentralamerikanischen Küstenstaat eine ganze Krypto-Stadt zu gründen: Bitcoin-City.
Kreisrund soll sie werden und auf einem Platz in der Mitte soll ein riesiges Bitcoin-Logo prangen, wie unter anderem die „Wirtschaftswoche berichtete. Wohn- und Gewerberäume soll es geben, außerdem einen Flughafen – alles finanziert mit den Einnahmen aus Bitcoin-Anleihen, die das Land ab 2022 in Kooperation mit der umstrittenen Bitcoinbörse Bitfinex herausgeben will. Nur eine kleine Kerbe gibt es im runden Stadtentwurf und an der steht ausgerechnet ein Vulkan, der Conchagua im Südwesten des Landes.
Das ist aber angeblich mehr als nur Show, denn Bitcoin-City soll vor allem zwei Ziele erfüllen: Zum einen will Bukele die Stadt zu einer attraktiven Sonderwirtschaftszone machen. Abgesehen von einer zehnprozentigen Mehrwertsteuer soll es keine anderen Steuern geben. Einkommen und Kapitalerträge sind demnach befreit, womit der Präsident vor allem Unternehmen und Investoren anlocken will.
Zum anderen soll die Stadt CO2-neutral sein – und genau dabei soll der Vulkan dann auch einen Zweck erfüllen. Denn der Strom für die Stadt soll aus der Vulkan-Energie gewonnen werden, wodurch auch das umstrittene, weil energieintensive Bitcoin-Mining grüner wird, so der Gedanke. Einen Zusammenschnitt seiner etwa halbstündigen Präsentation postete Bukele unter anderem auf Youtube.

Bitcoin-City für 300.000 Bitcoin – etwa 17,4 Milliarden US-Dollar
Kostenpunkt sind laut Bukele 300.000 Bitcoin, nach aktuellem Stand gut 17,4 Milliarden US-Dollar. Finanziert werden sollen das Projekt durch Bitcoin-Anleihen mit der Bezeichnung EBB1 (El Salvador Bitcoin Bond 1) mit einem Volumen von einer Milliarde Dollar, so die „Wirtschaftswoche. Davon sollen 500 Millionen Dollar direkt in Bitcoin investiert werden, die dann für fünf Jahre gehalten werden müssen. Die andere Hälfte soll direkt in die Infrastruktur der Bitcoin-Stadt investiert werden.
Die Laufzeit der Bonds beträgt laut „Wirtschaftswoche zehn Jahre, der Kupon liege bei 6,5 Prozent. Außerdem solle es potenziell eine Dividende geben, wenn die gehaltenen Bitcoins nach Ablauf der fünf Jahre verkauft werden können. Den regulatorischen Rahmen will die Regierung zusammen mit iFinex schaffen, dem Konzern hinter der Bitcoinbörse Bitfinex, die auch hinter dem umstrittenen Stablecoin Tether steht.
Bitcoin seit September offizielle Währung
Die starken Kursschwankungen der Kryptowährung – am 8. November wären die 300.000 Bitcoins noch mehr als 20 Milliarden wert gewesen – schrecken den Präsidenten dabei anscheinend nicht ab. Im Gegenteil: Der im Jahr 2019 als Anti-Korruptionskandidat angetretene Bukele hat Bitcoin bereits im September dieses Jahres zur offiziellen Währung neben dem US-Dollar erhoben. Seine Regierung hat sogar ihre eigene Bitcoin-Wallet mit dem Namen Chivo (übersetzt etwa „cool) herausgegeben.
Überhaupt setzt der junge Präsident auf coole Inszenierung, insbesondere über Social Media. Allein auf Twitter und Instagram folgen ihm jeweils mehr als 3,1 Millionen Nutzer – wobei El Salvador nur etwa 6,5 Millionen Einwohner hat. Und schon vor der Bitcoin-City-Präsentation inszenierte sich Bukele gerne scheinbar ganz privat mit umgedrehtem Cap und lockerem Hemd statt in Anzug und Krawatte.
Ganz so cool und problemlos, wie Bukele sich und auch sein Bitcoin-Projekt gerne präsentiert, läuft es aber nicht immer. Wie „Reuters berichtete, kam es bei der Einführung der neuen Währung in El Salvador zu schwerwiegenden technischen Problemen und Fehlern. Und auch politisch hatte Bukele zuletzt mit Gegenwind zu kämpfen. Kritiker werfen ihm einen autoritären Regierungsstil vor.
„Der coolste Diktator der Welt
Nicht ganz ohne Grund: Nach den gewonnenen Parlamentswahlen im März ersetzte Bukeles Partei fünf Verfassungsrichter und den Generalstaatsanwalt des Landes, mit denen der Präsident insbesondere während der Corona-Pandemie mehrfach aneinandergeraten war. Das berichtete die „Deutsche Welle“. Im September stimmten die neuen Verfassungsrichter dann für ein Gesetz, das dem Präsidenten von El Salvador die Wiederwahl gestattet – sodass Bukele 2024 im Amt bestätigt werden könnte. Die höchste US-Diplomatin des Landes sprach daraufhin laut dem „Guardian” von einem „Rückgang der Demokratie im Land.
Auch innenpolitisch regte sich Protest. „NPR“ zufolge demonstrierten im September Tausende in der Hauptstadt San Salvador gegen die Politik ihres Präsidenten, speziell die Einführung des Bitcoin, und warfen ihm vor, die Unabhängigkeit der Justiz zu untergraben. Bukele reagierte unter anderem stilecht über Twitter und änderte seine Bio „Der coolste Diktator der Welt”. Nach der Vorstellung der Bitcoin-City, auf der er sich auch über die Opposition lustig machte, lautet sie nun „CEO von El Salvador.
